[pygtk] PyGTK 2.17 for Windows

It's failing to find python-config-${PYTHON_VERSION} (figured out by
grepping the tarball)

Two options, not sure which would be easiest:

- build pygobject <2.21.4 with --disable-pygi
- build pygobject 2.21.4 with --disable-introspection

(I'm assuming that you have a reason for not using a stable release of
